Video guide: Are Peptides Legal in the Philippines? (2026) (2:19)

Searching are peptides legal in the Philippines? Here is what the law and FDA Philippines say, checked in September 2026. Philippine law does not list peptides by name. Under RA 9711, a drug includes anything other than food intended to affect the structure or a function of the body. A drug must be registered with FDA Philippines before it is imported, sold or distributed, shown by a Certificate of Product Registration. A search of the FDA verification portal on 23 September returned no registered product for BPC-157, TB-500, retatrutide, tesamorelin or selank. Semaglutide and tirzepatide are registered only as branded prescription medicines: Ozempic, Wegovy, Rybelsus and Mounjaro. Prescribing belongs with a licensed Philippine physician. Selling an unregistered drug, or selling without an FDA License to Operate, is a prohibited act: 1 to 10 years in prison, or fines of ₱50,000 to ₱500,000. Joint Circular No. 1 lets travellers bring prescription drugs up to the quantity on a doctor's prescription. Amounts above the limits are seized. No official source says whether that covers unregistered products, and no Philippine regulator has addressed products labelled research use only. In 2026, FDA Philippines warned the public against specific unregistered tirzepatide and KPV vials. This is general information, not legal advice. If you decide to source research peptides, look for three things: stock held locally, published batch reports, and clear terms. Our partner and supplier, Primara Labs, holds stock in Metro Manila and publishes batch reports at primaralabs.com/coa. Its vials are for research use only, not approved for human use. Its 60-day money-back guarantee: if an accredited independent laboratory reports a vial is not the compound on the label, Primara refunds what you paid. Read the full legal guide on Philippines Peptides, then see the catalogue at Primara Labs and order on WhatsApp.

## Short answer

Under RA 9711, anything intended to affect the body's structure or function is a drug, and a drug must be registered with FDA Philippines before it is imported, sold or distributed. ## What counts as a drug

- RA 9711 defines registration as FDA approval of a health product that must happen before the product is manufactured, imported, exported, sold or distributed. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- RA 9711 defines a drug to include articles, other than food, intended to affect the structure or a function of the human or animal body, not only products that treat disease. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- Section 11(a) of RA 3720 as amended by RA 9711 prohibits the manufacture, importation, sale, distribution, promotion or advertising of any health product that is unregistered, adulterated or misbranded. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

## Where peptides stand

- A search of the FDA Verification Portal on 23 September 2026 returned no registered drug product for retatrutide, Zepbound, cagrilintide, BPC-157, TB-500, ipamorelin, sermorelin, tesamorelin, thymosin, epitalon, selank or melanotan. ([FDA Verification Portal search (no match; nothing to quote)](https://verification.fda.gov.ph/), 23 September 2026)

Semaglutide and [tirzepatide](https://www.philippinespeptides.com/peptides/tirzepatide) are registered only as branded prescription medicines (Ozempic, Wegovy, Rybelsus and Mounjaro). The research compounds come out differently: the 23 September 2026 portal search returned no registered drug product for [BPC-157 Philippines](https://www.philippinespeptides.com/peptides/bpc157) or [selank](https://www.philippinespeptides.com/peptides/selank), and FDA Philippines has warned against an unregistered [KPV](https://www.philippinespeptides.com/peptides/kpv) vial. Every compound's status is on the [status page](https://www.philippinespeptides.com/legal/status).

## Bringing peptides in

- DOH-FDA-BOC Joint Circular No. 1, dated 22 June 2015, lets travellers bring listed FDA-regulated products into the Philippines without prior FDA clearance if the products are for personal use and within set limits. ([DOH-FDA-BOC Joint Circular No. 1 (2015)](https://customs.gov.ph/wp-content/uploads/2023/02/Memorandum-Importation-of-FDA-DOH-Regulated-Products-For-Personal-Use.pdf), 22 June 2015)

- For prescription drugs, Joint Circular No. 1 sets the allowed quantity as the amount stated on a prescription that carries the physician's PRC licence number or a foreign equivalent. ([DOH-FDA-BOC Joint Circular No. 1 (2015)](https://customs.gov.ph/wp-content/uploads/2023/02/Memorandum-Importation-of-FDA-DOH-Regulated-Products-For-Personal-Use.pdf), 22 June 2015)

- Under Joint Circular No. 1, quantities above the limits that lack FDA-DOH clearance are seized and forfeited to the government, whether declared or not. ([DOH-FDA-BOC Joint Circular No. 1 (2015)](https://customs.gov.ph/wp-content/uploads/2023/02/Memorandum-Importation-of-FDA-DOH-Regulated-Products-For-Personal-Use.pdf), 22 June 2015)

- RA 9711 lists importation among the acts prohibited for health products that require registration but are not registered with the FDA. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- No Philippine FDA, DOH, BOC or DDB document found that addresses products labelled research use only. FDA post searches for 'research use only', 'research purposes', 'laboratory use' and 'not for human consumption' returned nothing. Joint Circular No. 1 does not mention them. The only primary source on the point is Lilly's 12 August 2026 release quoting the US FDA, which is not Philippine law.

- Joint Circular No. 1 does not say whether its prescription-drug allowance covers drugs without a Philippine CPR. No FDA circular that answers this was found.

## Selling

- Section 11(k) of RA 3720 as amended by RA 9711 prohibits manufacturing, importing, distributing, selling or retailing any drug without a License to Operate from the FDA. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- Under Section 12(a) of RA 3720 as amended by RA 9711, a person convicted of a prohibited act faces 1 to 10 years of imprisonment or a fine of PHP 50,000 to PHP 500,000, or both. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- Under the same section, a convicted manufacturer, importer or distributor faces at least 5 and up to 10 years of imprisonment and a fine of PHP 500,000 to PHP 5,000,000. ([RA 9711](https://lawphil.net/statutes/repacts/ra2009/ra_9711_2009.html), 18 August 2009)

- FDA Advisory No. 2019-154 states that online selling of medicines is not permitted in the Philippines. ([FDA Advisory No. 2019-154](https://www.fda.gov.ph/fda-advisory-no-2019-154-internet-sales-and-access-to-safe-medicine/), 11 June 2019)
