Add the streets. Ermita and Malate have narrow frontages, a lot of one-way flow, and stretches where a rider genuinely cannot stop at the address. Quiapo and the Intramuros edge add closures and congestion that no map accounts for. What happens in practice is that the rider stops at the nearest point they can and calls, and the handoff becomes a short walk.

The older buildings here run parcel rules that are unlike the modern towers north and east of them, and they are inconsistent from building to building rather than standardised across the district.

Some will not let a rider past the ground floor at all, which is workable. Some accept nothing on a resident behalf, which is not, and means you have to be at the entrance. A few require the resident to come down and sign in front of the guard. None of this is a problem if you know which one applies to you. All of it is a problem if you find out while a rider is standing outside with an insulated box in Manila humidity.

This district asks about price more bluntly than any other, and it is also the district where I see the most people burned. Those two facts are related.

A quote well under the bottom of those ranges is not a find. In a market with no regulator standing behind any of it, the only leverage a buyer has is documentary: a third-party certificate of analysis for the specific batch, with a batch number that matches the number printed on the vial that arrives. Generic paperwork, undated paperwork, or a supplier who gets evasive when asked is the answer to the question.

And if the total is genuinely out of reach, the correct move is not a cheaper vial. It is not buying yet.
